PROCEEDING OF THE FIXATION OF DISTRICT LEVEL TECHNICAL COMMITTEE (DLTC) MEETING OF SUNDARGARH DISTRICT HELD ON DATED 29-06-2018 4:00 PM IN THE OFFICE CHAMBER OF COLLECTOR & DISTRICT MAGISTRATE SUNDARGARH

The District Level Technical Committee Meeting was held on deted 29.06.2018 at 4.00 PM under the chairmanship of Sri Surendra Kumar Meena,IAS Collector & District Magistrate Sundargarh .

At the outset the Chairman Welcomed all the participants to take part in the di discussion for determination and fixation of the Scale of Finance for Kharif .2018 and Rabi 2018-19, based on the present agricultural practices With techno improvisation of the same for increasing production and productivity in the District.

Sri Sakti Pr. Mohapatra ,DDM, NAMBERD Sundargarh Sri Bijaya kumar pradhan ,Rep Deputy Director Agriculture, Sundargarh ,Sri Dayanidhi Rout ADH, Sundargarh ,Sri Jerome Kerketta drcs, Sundargarh , Sri Chandramani sahu ,Rep LDM Sundargarh ,Sri sataymya satpathy ,scientist KVK ,Sundargarh along With three Progressive Farmers namely Sri Jaymangal patel ,Sri prafulla Kumar Patel and Sri Krushna Chandra panda took part in the discussion to determine the fixation of Scale of Finance for different crops for Khariff-2018 and Rabi 2018-19.

Initiating the discussion ,in the Chief Executive Officer of the Bank apprised the house that the Scale of Finance fixed in the last meeting of the DLTC held on 21.1.2017 is to be relooked taking different aspects in to consideration The scale of finance ,particularly in case of paddy (HYVP) ,the discussion Was made vividly for Which he proposed all members including farmers to examine ,As per the instruction of the NAMBARD the District Technical Committee meeting should be convened for fixation of scale of Finance well before the cropping season so as to give the farmers the advantage of availing credit facility of the prevalent inputs and Wages for production of various crops for which revision of scale of finance might be necessary he requested all the participants to take part in the discussion in determining the crop wise fixation for scale of Finance for khariff -2018 and Rabi 2018

The Collector & District Magistrate in his initial remarks pointed out that Farm Credit is an important input for increasing agriculture production and productivity of the Country and on time disbursement of Agriculture Loan component to the farmer is an important aspect for increasing agriculture activity. He stressed on timely disbursement of loan component and fertilizer to the farmers. Both Central Government and State Government are very keen for upliftment of the farmers. He advised the DDA, DDH and Agriculture Experts to work out the cost of labour, fertilizer, Seeds and other inputs case by case and suggest the requirement of funds for cultivation of different crops. He also advised that all steps should be taken by the Department Officer as well as bank to cover all the farmers under pradhan Mantri Fasal Bima Yojana both loanee and Non-loanee members.

Participating in the discussion, the Representative of Deputy Director of Agriculture,Sundargarh,ADH, Sundargarh and Progressive farmers were of the opinion to make revision on the rates fixed except a few changes in cash lon including labour charges and vegetable component. But a detail discussion was made on the rising labour cost as raised by the participating farmers for which they stressed on upward revision of the rate. Thereafter ,a thread bare discussion on determining a scale / range for financing loans for raising different crops and other agricultural activities was taken up crop-wise / activity-wise. Accordingly the scale of Finance was determined and adopted as per Annexure enclosed.

The Secretary of the bank and convener of the district Level Technical Committee Meeting extended vote of thanks to all the partocopants for their participation in the deliberation and valuable suggestion in determining the scale of Finance for different crops for khariff-2018 and Rabi 2018-19
